Google will point you to a general policy but they do not give precise reasons because they don’t want to give bad actors a game plan to circumvent Google’s policies. Think of Google as “connecting the dots”. They look at many data points, which can include things like the payment profile, the ad account owner, the content of the ads, the website landing page, or even a Google Profile page. When Google finds anything between those dots that prevents them from getting to the next one, it finds suspicion and often suspends accounts. It's our job to help Google connect the dots between the things that Google needs to know in order to understand that account and the business associated with that account is legitimate.
