This is one of the most common suspensions we see from Google, and it can be caused by a variety of things. Sometimes Google is trying to prevent fraudulent activity from occurring in your account because they don’t believe you are authorized to use the payment method you entered. Sometimes the problem is with the information you entered (e.g. billing address, name, etc.) not matching up properly. Sometimes the problem could be in a different Google Ads account that shares the same payment method or billing address or business name.
