There can be multiple reasons for this. If the red bar is still saying that the account is suspended but your account is serving ads, it is possible that Google’s system hasn’t caught up yet and the red bar will go away in 24-48 hours. If the red bar at the top says “None of your ads are running” then your account may be canceled and you need to reactivate the account before you’ll be able to run ads.
